Hi, I hope you don't mind me helping you. The reason why deviant art users can use this emote is because it became an official dA emote. I don't know how you can get yours turned into an official one but you can't use yours in your signature. You can't use thumbnails as well in comments/signatures (You can't use thumbnails at all if your not a premium member) If you want to be able to use your emote I suggest you make a plz account of it, but you can't use icons in your signature either but on everything else its fine.
