Gaster never comes in the original game. You have to screw with the game's files a bit and then they mention him at most. You get to go through all these different rooms near the core, and the possibility of seeing him for a split second. People speculate he created Core, but died when he fell into his creation or something. Cool huh? lol

How do they know that he's associated with Sans?

That's kinda just a theory. It's never confirmed canon. However, there's also a recording or something shown in the game (if you funk it up) where its as if Gaster is conducting some sort of experiment and asks two people with him what they think about it. Some people speculate he could be talking to Sans and Papyrus, Asgore and Toriel, or just Alphys and Asgore. There's also speculation he made a time machine, and consequently there's one in Sans' storage room if you get his key. This hints he had something with Gaster.
But you know, that's mostly speculation. :3
