Here is the constructive critique you wanted:
The composition is not to bad if very slightly off. I use the triangle rule which was used by the masters and which I judge a picture’s composition by, well that and creativity. The rule follows that you have 3 parts, figures, objects, or elements that create more or less a right or isometric triangle. This triangle can be repeated many time over and over again for increasing complex pictures but with a strong composition. Other triangles can be used but cause a weaker composition. The line work is a bit thick and unrefined but I have seen worse. The coloring is better in this picture but if you have over 10 layers for this then you are over complicating things. Your figure work is a little stiff and un proportionate even for anime. I suggest some life drawing classes or at least some books to work from in this area.

Just don't put The Stampede and Alucard in the same league. And try to watch the series first, but realize it's not really Hellsing. Then watch the OVAs and learn what Hellsing really is.
