ah, cell shading... my love/hate relationship...
I have to give you props for Pen Tool, but being a mangaka wannabe, I want to say this:
You don't HAVE to make your lines taper and such for everything (i.e. the net armings).
Also, line variation isn't limited to just WITHIN a line; different lines should be different widths. Cloth folds, for example, should be much thinner than the outline of a person, unless it's REALLY heavy material (definitely NOT thicker). On a person, certain lines (esp. where there's a hard shape, or away from the light) should be thicker than others. Also, use more small lines for curves; it's a little too abrupt in some places (because you don't have a tablet).

The background is haaaardly crap. And the drawing. Wow. For your first time cell-shading, I'd say, damn good.
