Yep it was done in Photoshop.
This is based on a selection block of pixels that are matched up on both sides top and bottom and side to side.
So that every pixel locks into place.
So to make sure everything flows over well enough, I simple put two blocks next to each other, paint in between them and copy one half of the blocks side to the other end.
It can be annoying though when the only patterns that actually work are those that are evenly the same throughout the block, otherwise you get repeat patterns that stand out too much, even here it took several tries to get it to this point and even still it has that touch of repeat patterns but not so much that it gets in the way.
You'll see what I mean if you create a block with say four different patterns on it in each corner, when you place the same block over and over next to each other, you get a pattern that stands out way to much to be of any use.

Well we had a grid to work with, and I just used the one in the background as a guide.
Basically make a block, select it and move the right side of the selection over to the left side and delete that left side so now that left side will click with the right perfectly.
Do the same for top and bottom.

Tiles are a bit of trial and error. You make each side repeat and then combine them all to see if they look natural from a far. Some times it works and sometimes it doesn't and you have to smooth out what comes off as to repetitive and odd looking. Times do vary so I can't know for sure. Things like rocks are a bit different than slabs of ice.

Ahhh the game looks really cool! The tile work seems to be quite complex, cause the town looks very natural and diverse : O
