Story:
As crooked as as a politician comes. Councilman Arthur Reeves was one of the many crooked politicians who held Gotham's council with an iron fist. Whatever he knew, the Mob knew, and he made sure they were in the know plenty, especially the man who helped him get into the council to begin with, the dreaded Rupert Thorne. During the mob's reign, Reeves sought to run for mayor of Gotham, and was backed by many such as his good friend Commissioner Gillian Loeb, Loeb's right hand man Chief Angel Rojas, Thorne himself, and the entire mob, most importantly Carmine Falcone. If he were to be mayor, then the mob's control over Gotham city would more or less be complete, at least it would have been. Until good blood began to run through the city's body. Men like Harvey Dent, Councilman Hamilton Hill, Jim Gordon, and Bruce Wayne made their own wagers and each desired to make Gotham a better place. Some more so than others. When Bruce Wayne began his career as the vigilante known as Batman, everything began to change for both sides. Hill and Dent sought to run for DA and Mayor themselves, as Gordon began to form a partnership with the Batman. Eventually, Jim would become Captain of the GCPD as his good friend and first girlfriend Sarah Essen would become the new police commissioner following Loeb's exit. Hill would end up winning the election for Mayor and the mob's grasp would loosen for the better. Or at least it would have but when the mad man known as the Joker hit Gotham, that's when all hell broke loose and Rojas, and Arthur Reeves would become victims of his madness.

1. I had to use Bruce Timm's model to really draw Arthur. Right up to his stance, which to be honest, was just perfect for Reeves and his smug ass attitude.
2. I guess you could say that his symbol is the words Gotham City Hall. But I might go back and find a better one for him in the future.
