Where to begin...
First of all, let's start with the good!
Excellent quality. All details are grasped easily by the eye and the color choices are quite pleasing. A blue eyed Rose Quarts is not something I see very often, and I must say that it suits her. Makes her face pop a little and draw attention to her lips.
Folds and ruffles of the dress are flawless and have an active feel of motion to them. The transition of white to a darker pink are wonderful!
To pull it together, you added a simple but patterned background. Not too distracting, but not too bland. It is a perfect meduim.
Now for the bad.
Anatomy is off. The chest appears too high up, making her look a bit short if not younger. Try dropping the breasts a bit lower and allowing more space between the shoulder and chest. The fingers are just fine, but her left arm looks a bit short. Typically the elbow touches the hips, so you could just tap it down a bit, even if it is bent.
Her hair feels off. Rose has luxurious, heavy curls and I only see a few towards the ends. In my personal opinion, more time could have been applied to the hair, as this is one of Rose's defining traits.
While your technique is dreamy and I do like how this piece feels, I have seen it all too many times before. A blue-eyed Rose was definitely a step in the right direction when it comes to originality in fanart. But this pose is too static and hum drum to compliment that. To shake it up, I would recommend a kind of 'falling' or maybe a shot where she is caught in mid-flip so her body is in action and her dress can follow. It would also be different from all the still portraits of Rose and capture her fun loving nature.
You're a fantastic artist and I admire your coloring and shading style. With a bit more work in ther right directions, you'll start to stand out more, I think! Keep up the great work!
