Very well done. Although I'm not partial to the colour grey, as an artist that is your choice and you have created all of the elements in the piece remarkably well! I like how the style of the character is very true to a pixelly retro style, while still giving the feel of a modern finish. All the different parts of the character move appropriately, nothing feels out of place, you have lots of extra little details such as the goggles moving ever so slightly up and down that, when looked at closely, give it all that polished finish that makes a truly professional pixel artist.
I must admit, the part that particularly got my attention, and why I wanted to write this critique, was the twirling spanner. A marvellous blur that, on it's own would have been quite acceptable, but you took it to another level with that small burst of comic white energy at the end.

I think this is your best animation yet! Anyone who animates can easily tell how much hard effort goes into a second or two of animation. What program did you use to make this?

I use Falco GIF animator. It's pretty easy once you get the hang of it.
When I blow them up to 2x size for viewing purposes, I use GIMP.
