Very nice work! I like that the background has somewhat of a soft-focus feel in areas, and mighta liked to've seen that pushed a touch in some areas.
I'm glad there are others that appreciate the badassness of Gouken.

His arm makes a great diagonal! I love the extreme perspective on there.
I feel like the values in the figure could be beefed up just a little bit to make him pop out from the background more.
The red rim lighting is a really nice effect, I want to see it exaggerated just a bit (but not overly so, it's a delicate balance between too little and too much).
