Description
The legitimately dangerous but extremely eccentric psychic villain Dr. Encephalo. A certified mad genius, his madder tendencies are kept in check by his executive assistance Deborah Krumpf . Deborah was assigned to "assist" Dr. Encephalo after the Council of Chaos determined that even by villain standards, he was becoming a bit too erratic. A powerful telepath with the ability to dominate the minds of his opponents, Encephalo prefers to use his lightning staff to deal with his inferiors which to him is almost everyone.This is an Open Source Character .
