In this image, custom brushes in Photoshop. Just a photo of a really textured surface with the contrast way up set as the tip, opacity set to pressure and the angle set to 100% jitter will usually do it. You can just brush it lightly over anything, sometimes also helps to set the brush to soft light or something and you paint in the colour of your lightsource or something nearby to simulate bounce light. Of course you don't wanna lose definition from having such a random texture so you'll still have to go in with sharper brushes to bring details out but that's the general thrust of the method I used on this.
