It's the long exposure, but it does look rather nice like that. Try it next time you are on the beach... evening, just after sunset. Time 15secs aperture f16 or higher...

Don't forget a tripod and to put your camera on a countdown to exposure... so it does not wobble... wobbles are bad!!
