The temple tax was collected for the use of the house of God and the priests, however Jesus is kinda implying that he and his disciples are the sons of God and should technically be exempt from this particular tax.
And as proof he reveals super-specific divine knowledge that a fish will happen to have their exact tax requirement in it's mouth, and that it will be the FIRST fish that Simon Peter hooks up!
In the end, Jesus didn't have to pay the tax himself (because the fish paid his tax for him), but at the same time he taught his disciples to respect the customs and authorities without offence.
It's kinda like respecting and submitting to whatever authorities we need to, as far as is appropriate, knowing that in the end they will all bow to Jesus.
