This is remarkable looking 💙 I often see artwork similar to this style of work is there a program that allows you to make a regular photo look this awesome?

Thank you. Yes, I use a program called GIMP, and had to install an add on program into GIMP called G'MIC, and in that add on program is a plug-in called "Dream Smoothing". Dream Smoothing will make a photo look like this, but will still need some careful editing. Sometimes it smooths the photo too much and takes away some of the detail.

No problem. Though, anyone can learn how to use the program, it's just a little more challenging than Photoshop.
