Maybe because they used Justin Cook's (Yusuke's) voice for him this time around. He sounds lots better... like the punk he is.

Goku wasn't holding Raditz for a Beam Cannon. He was helping Raditz find his manual! So he searched everywhere on him...
And Picollo did mean to shoot them... He knew where it was, but he was getting angry and when he pointed it out, "It's right there!!" he accidentally fired the Beam Cannon...
