"He's the baddest mothafucka in the hood. He got some kinda demonized pit on a chain and a grin like the fucking joker. And I'm pretty sure that hoodie he wear everyday got some blood on it. Word is that weird dog he got with him, all it gotta do is look at you with that fucked-up smile, and that's enough to make you go crazy. One of my homeboy's Grandma came to visit last week for Thanksgiving, and she's one of them witch doctors from Louisiana. You know, who keeps skulls and organs in jars; that kind of shit. And one morning, while it was still dark, she went outside to get the paper. And who does she see coming down the sidewalk? That crazy mothafucker and his dog. She took one look at him and ran back inside, mumbling something about a HellHound and the dark, twisted soul screaming inside of the boy. She didn't stay for Thanksgiving dinner that night. She slit her wrists in an attempt to commit suicide while chopping vegetables. Not too long after that she was commited to the fucking nuthouse. I don't know much more than that about that weird motherfucka in the white hoodie and his dog.
But, one thing is for sure. I wouldn't fuck with him."

What if Jeff The Killer and SmileDog crossed paths? I think Jeff would adopt him, or at least take a liking to him.
What if then he moved into one of the darker and less livable sides of town? There, murders wouldn't be as unusual, and there would be more suspects to take the blame.
