Okay, here's my comments and critiques for you!

The first thing that pops out of my head when seeing this is: Elex! Elex is a publisher in Indonesia that was once published Indonesian mangas. But they stopped it this year *sigh*. Anyway, they won't publish a manga if there's a grey in it, so we mangakas hafta work our way out so we can still use shadows and tones without grey. And that's when we used dots. Lotsa them. Big, small, all dots in all sizes and shapes with all the distances between them. This REALLY resembles it.

On with the art itself, it's simple yet not simple. Placement of shadows and tones are executed well, giving it the 'not simple' look. Because I'm experienced with the dots system in Elex, I believe you created the dots yourself in the Photoshop? But, Tail and the sky are not clearly differentiated. He looks like merging with the sky itself. Maybe giving different dots type or giving lines or other patterns instead of dots for Tail's tones would make it better.
