as a dm, i was always wondering about trying to set up npc/monster characters with exp... like, have a recurring enemy or something whose level i actually track, rather than simply bumping it to meet the players, or that dragon who roasts the capitol, eats all the king's knights, and goes "ding!" with a malicious grin just as the PCs show up...
