Well it is a sketch so I did it unintentionally. I guess you could chalk it up to artist instinct to do what looks right in a scene.

Backgrounds are amongst the most difficult things to do in any artwork.
As for practicing and making yourself better at backgrounds, drawing nature and learning how to draw rocks, dirt, and whatnot helps.
Then try drawing a few areas of nature or city scapes
Next, you should know where your horizon line is before you do any drawing. It is usually your ground zero. For me in this pic, it was the lake. you can see the line clearly there. After you establish the line, you must draw the basic shapes of the scene. For buildings, drawing 3D Rectangles will work for sky scrappers.
Then you pretty much carve out the shapes you want from the basic shapes as best as you can. For example, carving out the top of a rectangle building to make a roof.
Remember though, if something is much further away, be sure to not get into too much detail unless you can. If its too far away for someone to see there is no point in drawing it perfectly, just scribble it in as best as you can.
You should stay in one spot when drawing nature as well, since if you move you might get the perspective off.
