Sans actually IS the older brother.
"According to one of Toby Fox's older tweets, in the Japanese version of Undertale, Papyrus would use "aniki" when referring/talking to Sans. Aniki is a honorable term exclusively used for older brothers, meaning that canonically Sans is the older brother."
