Well, in Other-M, Hershey was with a group of cat Mobians that were apparently against the Freedom Fighters of that story.
So, my thinking is, when Hershey is finally discovered, she'll probably be brainwashed and legionized with a new group of Dark Legion members we've never seen before.
But that's just my thinking.

Still, the idea of Sally maybe killing someone in 234 really makes me cringe inside.

The 234 preview text hint about Eggman unleashing his new machine on the city(Mecha Sally) 233 confirmed that.
And in 235/236, something breaks up the Freedom Fighters from the aftermath of it.
It's only a guess, but I cannot think of anything else resulting in the split rather than the fact Mecha Sally did something heinous and it divides them.

Well, it's obvious that Sonic disbands the Freedom Fighters cause they're lost without Sally.
