Hello! I'm from I am sorry it took me a while to reach you. But I hope that I can leave you with something that you will find helpful in the future!
I like the concept of using a digital media to portray classical black-and-white inked works. And you did put in a lot of hard work with this piece! It looks like you took a lot of time to work with the wind-swept hair that takes up most of the space in this piece. And your hard work shows here. On that point alone, I'd say you've done pretty good. So keep up the good work!
Some things that you may want to consider in the future includes some studies in facial anatomy. This character's head is attached at a very unnatural angle on her neck, you see. And the neck muscles do not reflect this turn. (In fact, the muscles in the neck do not attach to the head in the way you have drawn, either.) In terms of the human head, it's roughly round in shape. The features (eyes, nose, etc) lie at about the halfway point downwards. And the ears start at the same level as the eyes. In this case, the character has almost no discernible forehead and there are no ears. The cheek bones (or the "apples of the face") are actually attached by bones and muscles to form the sides of the face instead of floating like two buns on the face. Her nose bridge is skewed in this case, which makes her look like she has a broken nose. And finally, the left side (or the viewers' right side) of her face is much bigger than the right side. All in all, anatomy is the bane of almost every learning artist. And practice makes perfect.
The other thing I have noticed is that you have used a patterned brush (that looks like it came from DA Muro). As you draw, the pattern became a bit unruly and extended to the edge of the picture and was eventually cut off. You can actually see the points at the edge where the computer's extrapolation was sheared off by the boundaries. Unfortunately, it's distracting and it shows that you have focused so much on the hair that you actually didn't pay attention to the ends of the hair. Or the composition of the picture in general. This can be easily avoided if you either increase the drawing area or by shifting the character further to the left (or viewers' right). Catching small details like this will help to create the "completeness" of a picture and it will help to make the picture look more polished and clean, too.

The hair by far takes the main focus of the drawing and the flow is quite good! Face is in proportion, a amount of emotion can be felt.
The red hint and the black of the skin could be strengthened, however, this is quite well done! Ink is hard to work with and this is done well!
