One assumes the towers provide elevator/stairs and perhaps electric power to the capsules.Β Β  You can tell humans had some choice in how the capsules are oriented.

They do. The core of the buildings connects all utilities to each capsule. But various things were added on later, such as air conditioning units, which meant people added their wires and conduits on the exterior.

It is indeed! It's apartments in real life. And the rooms are actually waaaay smaller than depicted in the movie.

It's owned privately. But the capsules are own individually, like condominiums. There is a dispute and it's unclear what will happen.

The book is better than the movie. As far as I recall, the movie had a lot of cheap scenes.
Sure, the book is not perfect like 1984 nor Fahrenheit 451 but it had an influence on my world view when I was a teenager. I always worry about the world population.
