Well, I did a research (I've seen this game before) and yes, it was a great reference you mentioned, maybe Toby Fox was inspired by the design of this character, perhaps?Β Β Β

If you like references, you'd get along great with my funky self. I do it better than Seth McFarlane. When he does it, it comes across as arbitrary, forced, and lame. When I do it, there's always a philosophical connection. I'm a Xennial, though - and I love '80s B-movies - so most of my references are considered dated by Millennial and Gen-Z standards.
Note: I used to do collabs with Sammy D. Butterdragon (who "So Sorry" is based on) years before Undertale was even at twinkle in Toby's imagination-go-nuts.

Well dude, I will understand as a compliment, (I apologize, I understand a bit of English, but I'm kind of out of the nicknames), but anyway, practically everything nowadays, has references, or coincidences in both movies, books , games, which are noticeably imitated, or almost incognito. Since I heard of Ralsei from Deltarune, I did not know what he might look like the character you spoke, but there he is.
