They are based on both, creating an evolution gap between these two, having long mane for story reasons ^^

In a world where most of other herbivores and predators were almost twice as bigger than today while horses were almost twice as small than today would hooves be took almost like a joke for proper deffence. So their deffence was just to run away fast.
True is that in original script he said they have only strong legs and soul. But strength of muscles doesn't sound good next to mentioning actuall animal weapons. Also the mention of soul just alone in the sentence gives the word more importance. So legs were took out.
I hope it explained the concept ^^
