Paint tool sai. you select the background and click Cut. it will be transparent (you only see a white background). Then save it as png and select 32xx

I think Hoothoot looks like an owl. Sure it has it's differences, but Pokemon wouldn't be any fun if they looked EXACTLY like the animal they are supposed to be. It's a think known as creativity.
