I can't quite decide if it is Elena or Katherine in the picture. Elena generally doesn't wear anything glamorous, but Katherine would be slightly more self assured and perhaps more pleased with herself in this shot if it was her. (I've always thought that all of the previous promos was Katherine, no question about that!)
Right now, what I'm getting is either Katherine pretending to be Elena, or Elena as herself, but more confidant and secure now that she's a vampire. Either way, I can't wait to see how Elena develops in Season 4 (plus they better bring Katherine back ASAP).
P.S I love the statue on the right; it really adds to the atmosphere of the scene.

i think this promo was made to let us see that Elena is on the way yo be a vampire? and she could be more like Katherine. And that's why I think Nina is neither Katherine or Elena on this promo.
