kinda both..I'm no fan of hetalia but I can give you some pointers.
when you draw a person you need to loosen up on the figure..the blonde one on the left, looks too stiff, you can see it in the arms and shoulders, also I HIGHLY suggest that you give the nose it's whole shape, a lot of beginner artists do that because it is easier but when you draw the nose and head in different shapes it looks better. especially at that angle.
the spacing between the arms on the boy on the right, looks strange, because the body itself doesn't match the mass of the arms, so it's a big body..with very skinny arms, also the clothes should fill on that space.
