CLU2 had warned Quorra that he had "plans" for her. This illustration shows what he had in mind. Let's face it, his mind was based on Kevin Flynn, and Flynn had never much progressed beyond the colligate sophomoric. Consequently, when it came to being really evil, CLU really lacked imagination.
An attempted global conquest by a guy still bummed off by someone beating his global high score at "Space Paranoids". It is hard to imagine how horrible and psychadelic that would have got.
