The origin I see as canon:
Oswald Cobblepot was once an honest petstore proprieter. He was made fun of, due to his name (Gobble gobble gobble say the kids), his looks, his walk and that he always carried an umbrella (his ailing mother insisted that he do so, as it just might rain).
Much of his earnings went to help his mother.
Finally she began to fail, and died despite the doctors. The doctor bills, the funeral and then the store was foreclosed on. He snapped from all this and became a criminal. His trained birds, his umbrella now rigged with gadgets (a gun , helicopter blades...)

My favorite thing about this character is that he seems like a demented version of FDR. I think you captured a bit of that with the crispness of your shading/lighting.

I love love LOVE Penguin (best Batman villain by far...though Arnie might come close...but he's the only one), and this is a really, really cool picture. I'm a sucker for coolly-hued monochrome. Such a fitting mood for this particular version of the character.

That's the way it should be - he did a great job in that movie and I think he will always be the definitive Penguin for batman fans. I thought the same thing when I first looked at it too, think its the mind playing tricks on you lol
