As I should have mentioned in my original description, the piece is by Avard Tennyson Fairbanks. It is called "Rain" and is dated 1933. Fairbanks is not especially well-known but he did a lot of work for the Church of Latter-day Saints (Mormons) and many statues of Lincoln.
