This painting doesn't look retarded at all, I love how despite being a digital painting, it actually looks like a painting, would love to know how to draw like that xD, it has so much personality!

All my techniques are what one would use in a traditional painting, maybe that's it haha
Also the brush i use looks very much like real brush strokes

If I've learned one thing from my vast library of 744 brushes, is that no brush in the world can fix my bad line stroke
