It's a water shader with almost everything turned blue; I liked how 'watery' and 'crystally' it ended up looking at the same time.

I have a really lovely shader that I thought would work perfectly for this!
... It didn't! But the replacement I tried out turned out even better. 
Those were fun boots- I played around in geometry-editing to get them to look right; still not fully satisfied with them but well, I saw say something about brust strokes and artists not long ago and how you have to walk away; I feel like that was happening when I was trying to do too much with the boots; they look good like this.
