I also think that Butterfree and Scyther should be able to learn fly. They are a lot larger than Spearow and Pidgey.

There are a lot of pokemon who should be able to learn fly, but can't, and a lot who can who shouldn't. for example, Mantine, water/flying and much larger than a Fearow, can't learn fly. Spearow, smaller than your shoe, can learn fly.
