It's beautiful...but sad. The tones and colours, especially in the background, offer a light-hearted sunset, the pinnacle of honest beauty. But the mermaid as the focus...seems to be lamenting...and it gives an entirely new spin to the colors and the scene itself, making even the previously cheery looking sunset a dooming twilight before the darkness.

you can create bubbles in psp . just go to effects- artistic effects- balls and bubbles and play with the settings there
you can add some kind of water texture into the bubble to get a more soapy effect.

Paintshop pro is relativly cheap compared to photoshop, like the version X2 can be bought for 69 euro, these days.
I use the psp9 version for years now but i have no idea if you can still get that one on the corel site, but in shops it should be still availlable.

The bubbles with the fishes are going up because of seapolution, they can't stay down anymore and they seek for better places, thats why she is so sad
