I would just like to see the snowflakes in the hair to be more incorporated into the hair itself and not lying on top; maybe with a bit of shadowing and shaping. I would change the color of each slightly. They are all on the same plane - not enough depth and dimension to them.
I think she needs more definition in the finger joints. Her fingers look a bit stiff. Perhaps a bit more shine for the nails as well.
I love the glitter on the sleeves and the background. The background lighting on the side of her face is excellent.

Despite me not being fond of Frozen, this is one of the best fanarts I've seen yet! It actually looks like a Barbie doll of Elsa but with correct proportions!
I love how you made it 'human-like' with the way you colored/blended. Not only that, I love the unique way you made the dress as way as how the top and sleeve fades into the skin. Quite neat!
HOWEVER, I could only give 1.5 stars on this picture due to all of the fanart of Frozen and that it is fanart of a popular Disney movie. One thing I didn't like about it (or could've been improved) is the mouth size, I feel like it's a teeny bit wide. Not only that, the ear is a little bit higher than it should be. Just a little bit lower or smaller, either or. The hair below where it's tied in the braid could be a little more detailed by stands of hair, but other than that, it's really good!

Oh wow! This is too amazing, really! I'm a huge fan of Frozen, the movie really captured my heart just you captured Elsa so gracefully! The picture is so beautiful! The colors, the detail, I love it! And the way you painted it just gives it that nice glow, you can really feel the magic when you look at her and really see how bright and lively is through her eyes and expression, it's really amazing. And again, your attention to detail, I especially log it on the dress and it makes this painting look more realistic. I don't know what else to say, but you did a great job and I'm impressed!

~Disclaimer I don't like Frozen but that won't really stop me from praising this so onward with critic~ OH... MY... GOSH... THIS.... IS AMAZING! I LOVE the lifework, coloring, expression EVERYTHING IS PERFECT! PERFECT! SHOW THIS TO DISNEY THEY'LL BE JEALOUS! ITS SUPERCALIFRAGISTICEXPLOIDIOUS! A M A Z I N G I HAVE NOTHING ELSE TO SAY!
