DBZ's creator says that female saiyans can become super saiyans, he just wasn't sure how he would want them to look in the super saiyan state. Quite a shame, really.

I'd say it's probably one of the least sexist anime there is. For one thing, not every girl has giant boobs.

Maybe he didn't want to just make them exact female duplicates of male super saiyans. He likely wanted something more than that, but couldn't picture exactly what he wanted them to look like.
