I don't know who would win..... it'd be an interesting crossover after who knows how many millennia Humanity lost contact with Cybertron the two races reestablish contact and become allies once more.

If the Emperor is in the immaterium, he wins. If it's him on the physical plane then Optimus wins, though he would need to use the matrix to do it since even on just the physical plane the Emperor can destroy planets and stars with his mind.

Emperor wins every time horus literally describes the emperor while fighting as appearing to him as if the emperor was teleporting from enemy to enemy literally evaporating them with his massive force sword and stopping every bullet that this mass of nob orks were firing at him with his mind. If a primarch describes the emperor as moving so fast that he appears to be teleporting then optimus literally loses within the first minute. Also the emperor guides every ship in the entire galaxy through the warp through the astronomican if he has that kind of mental capacity to direct that kind of psychic power while also doing battle then he is beyond optimus's abilities to outmaneuver or predict.
