Dr. Eli Levinson was a third generation nuclear scientist. His grandfather had been involved in the development of nuclear power for peaceful purposes in the United States. His father had helped develop the nuclear powerplants that provided energy for Earth's lunar colony. He himself had been involved in developing the reactors that would allow the terran space programs to reach the edge of the solar system and beyond. Unfortunately for Eli, his contributions to his family's ongoing scientific glory were rendered near meaningless when alien races started to visit Earth. The technologies they were willing to share far outstripped his own advances. Certainly these spacefaring races were not foolish enough to share actual interstellar travel with a world as politically fragmented as Earth, but they would share enough that Eli's discoveries were made pointless.

Eli was infuriated. In a moment of weakness, he contacted the madmen of Science Project Zero for aid. Under orders from Sebastian Nero, Meggara Red helped Eli gain the power he would need to gain revenge on his employers for sweeping him aside in favor of alien assistance. With her nanotech to provide the necessary changes, he used his knowledge of nuclear engineering to empower himself as Reactor, the nuclear man.

He has tried multiple times to avenge himself, but each attempt has ended in failure. He even empowered his wife Helen to assist him, but her empowering did not go as smoothly as his and she was driven mad by the power. Since then she has been one of his most determined adversaries.

Reactor is literally a living source of nuclear energy. While his containment suit keeps him from obliterating everything around him, he still leaks low levels of radiation at all times. He can at will project nuclear heat, light and radiation for destructive purposes. By projecting explosive force behind him, he can fly.

I know the folder says OCs, but is this a modern Human Bomb?

Not really. I ran a RPG where I offered a bunch of pictures and had potential players design characters off one of the pics and I would cast from that. This was one of the pics posted, so I guess he could have turned out like a Human Bomb-type character. He didn't end up among the characters cast, so he's a fairly blank slate, except for the types of abilities his costume would allude to.
