Given the Day of Black Sun was when the Nation was most vulnerable, it makes sense that an Order would be made to specialise in both conventional forms of fighting, and non fire-bending strategy. Thus the Order of Black Sun, which exist outside the normal chain-of-command from the rest of the Fire Army, answering only to the Fire Lord, if there's an interregnum, they return to their island fortress behind the Capital Island, until the matter is resolved. Staying out of the Chaos that such an event would cause.

Now this guy can channel his Fire Bending through his sword. Which has been enhanced with the Fire Bending runes embedded in it letting him send fire waves that slice through trees and rocks like butter.
Trained by the same Sword Master as Sokka was means he rarely dose this though, preferring a straight forward sword-fight and clever footwork but do not be fooled. Like Azula he is also a Fire Bending prodigy, any who are duped into thinking he is without such gifts, usually end up toasted.
