Significa "Stop legge pirateria online", è apparentemente per fermare la pirateria online (come dice il nome) ma è minacciosa libera espressione su internet. Che cosa significherebbe se la gente non si fermano è un mistero (no, davvero), ma ciò che sappiamo è che fanart e fanfiction e webs come questo sarebbe scomparsa. (È possibile cercare per esso, wikipedia vi dirà tutto quello che volete sapere)

It means "Stop Online Piracy Act", it's supposedly to stop online piracy (as its name says) but it's menacing free expression on the internet. What it would mean if people don't stop it is a mystery (no really, no one gives an explanation), but what we know is that fanart and fanfiction and webs like this would disappear. (You can search for it, wikipedia will tell you everything you want to know)
