I like it, it's amazing. They would make a good Double Battle team, and both of them can learn Earthquake. They could dodge each other's Earthquake (being Flying-type) while hitting the foe Pokemon. (Don't waste this powerful Ground-type move on Flying, Grass, or Bug, though; they would be better off using other attacks, particularly those that match their types.) Of course, since Ho-Oh and Lugia are stronger legendaries, decimating your foes too quickly would not be fair.
