Had this one in the hopper for quite some time since I was indecisive about the background. I love doing these cardstock pieces though!Sakura Micron pen; Copic, Prismacolor and Chartpak markers; white paint pen; Photoshop CS3 for clean-up.

Saw this right at the top of my message center, and I looove it! I can never do backgrounds for the life of me. 
I like your use of the white pen - the highlights are very effective, yet it also isn't overused as is usually the case with many animu artists these days. Love the hand holding the gun, it's very substantial.
However, (and please realize that I understand that you may not have meant this as a seriousbznss piece) her pose and the subject matter don't mesh that effectively. She just so....cute...yet she's determinedly clutching a slick pistol and flicking a cigar. Her face just feels too soft and sweet for the rest of the piece.
The figure also does not feel grounded, and I think that feeling mainly comes from the legs, especially the one closest to the clock tower, as it appears to be floating rather than firmly planted on the ground and supporting the rest of the figure. She also has a sort of swastica-pose thing goin' on, which leads to a feeling of precariousness. Perhaps if the hand holding the gun were straightened/loosely draped by her side instead of held outward.
Love the background, and the gradation in the "moonset". The reds feel very genuine instead of tacky and predicable, and I also like the fuzz around the moon, which adds a layer of realism. Not sure what to think of the curved horizon. The marker skills are very slick, especially in the suit, since it can be difficult to work with darker colors.
I could easily see this being sold at Artist Alley. It feels like a very complete and competent piece.
