I get wanting to show off details on muscles but with the forearm I would suggest hinting at its mass rather then actually drawing every single line, but I get practice. Just try to trim it next time round.

As for critique you ask for, I think there's only one problem currently seen in this picture and that is the dragon's left forearm: It looks flat, while in fact muscles that huge would be bit more rounder.

As for the background: the wooden parts, I think you tried to go for a pier -look, but it's tad too tall to be that, since it looks like a wooden fence. Strudy one it is also if it can hold in all the water and a strong dragon like him...
