It is cute, and maybe it could pass as an alternate form, or even a whole different poke, but definitely it couldn't be a mega. The concept behind megas is that they look bigger, stronger or better in some manner, with a more complex design. This actually takes away kekleon's desing entirely, aside from the fact they both are green.
Anyway, as something else is cool, as kekleon's mega, it doesn't work in any way.
