It is difficult to have a friend-romance with Fenris while being pro-mage but I managed to do so on a recent playthrough. I just never brought him to the gallows or on many of numerous quests and maximized approval where I could (at least I disapprove of blood magic, Fenris!). During Act I, it was actually easier to earn Carver's approval (and sometimes I swear he disapproves when Hawke breathes!), especially with the Legacy DLC.
Personally, I preferred the rivalry version of some of Fenris's romance scenes, but some mix would probably be my ideal (but definitely keep shoving Hawke against the wall, yes!).

Yes, I know what you mean and it can be frustrating. I wish that it were possible to change Fenris's views on magic and mages, if only a little bit, depending on one's choices.
