I use ms paint (it comes on every PC)
To animate it, it's just several pictures.
The first one, then the first one with the slight change of whatever the animation is.
Then I use iaza.com to animate the two pictures into a gif file and make the background transparent ^^
You could also use photoshop I suppose to, but I could never fully figure it out. This way was just easier for me.
(Maybe I should do a tutorial? XD )
