Download and open GIMP, import your image, select "Image" at the top, go to "Mode", then "Indexed". Then insert these settings:
x Generate optimum palette
Β Β Maximum of colors: 8-30
xΒ Remove unused and duplicate colors for colormap
Color dithering: Floyd-Steinberg
x Enable dithering of transparency
x Enable dithering of text layers
Then, you will be able to create something like this!:

I used GIMP, to make it you go image>mode>indexed, colormap generate optimum palette, usually I put 16-28 if the image is smaller size, if it's bigger I put 28-38, color dithering: Floyd-Steinberg (reduced color bleeding) and thats it, If you want to add more to it you can add posterize as well, around 9-12 should be good enough or more depends how much is the size of image.
