Ah Megaman, I used to play this game a lot when I was a kid, although I never played this Megaman X version. (I'm starting to sound like a grandpa.) But I digress, I will start off by saying, that this is actually pretty good, the colouring and shading is fine and seem well done, and the character anatomy is all right for the most part. The helmet and head looks good and I do like the way the helmet coloured, although the red light glow on the left side of his helmet is a bit to dark mixing with the black colour there. I would also suggest leaving some area whites for the red light on his helmet. This will really help sell the glow for the light.
The anatomy, like I said is mostly good but there are a few error here and there. The upper torso, in particular his left side seem a bit too wide and kind of make his chest look off centre, and it seem like his hip width is getting much smaller as you go down when they should be getting wider. His legs would look like they would be really skinny if you were going to draw a fully body. The arms length, as you have mentioned above, is indeed uneven, but it also the arm width that is also off. His right arm is much too wide compared to his left arm. Also his shoulder armour seem a bit too small on him.
I hope my comment help you, it really is a good drawing. I would highly suggest practising on anatomy (this is true for all artist, no matter what your level), and I wish you luck on all your future drawing.

The upper body proportions look fine to me in comparison to the head. When I was drawing X at the beginning, I always had a problem with making his head too big xD took me a while to fix that xD but if I were to give you critique, I would say to make the shoulder armour bigger and wider. Everything else seems fine, you'll get the hang of it the more you practice and study official art. I try not copy it 100% because there are some mechanical inconsistencies with the design at times... so some artistic freedom can help so don't fret too much about accuracy, like I used to..
