Hey I hadn't realized at first that this building was in Brussels !
I see now which it is: its right next to the Botanique/Kruidtuin park, right ?
So the feeling I was expressing, I actually felt it in front of this very building, many years ago, on a similar sunny day. I even made a picture from it, very different from yours, though. It was still film days (in 2001 I think), and I haven't scanned it yet, but perhaps I'll show it to you some day.
